The queue of requests for a paid tier

GET
/v1/admin/tier-requests
curl --request GET \
--url 'https://beta-api.plune.ai/v1/admin/tier-requests?status=open' \
--cookie plune_session=<plune_session>

The requests people made from the page of plans (#2121), of one status (open when left out), with who asked: the open ones oldest first, the closed ones last closed first, up to 200. A request is switched on with POST /v1/admin/tier-grants and then closed with PATCH /v1/admin/tier-requests/{id}. Owner-only and session-only, as GET /v1/admin/tiers (an admin token with the tier-grants door too); everyone else gets 404. Ten calls a minute.
