E10 (#1253), the switch autoAssignee of the project’s executionToggles. With it on, the first person to open a case of the run that nobody holds becomes its executor (configuration.assignees) - one statement, so two people opening it at once cannot both win - and a held case is never rewritten. With it off nothing is written. assignee is who holds the case after this (null for nobody); claimed is whether this call made the caller its holder. A reader is refused (403).
